Willoughby City Council Meeting Summary Notes
October 16th, 2018
Again there was a very light evening for Council, with only three (3) items of legislation.
SPECIAL MEETING/EXECUTIVE SESSION*
This Executive Session was held @ 7:00 pm
• *The purpose of the Special Council/Executive Session in accordance with ORC 121.22(G) 3 is to discuss pending litigation.
COMMITTEE MEETINGS
• Environmental Planning Committee
· Chairman, Ken Kary
o Members Bob Harrold, Dan Anderson
Again, the purpose of the Environmental Planning Committee is to review the Environmental Assessment Reports from all the Directors in the City. The primary goal is to assess any environmental impact projects may have on the city and its residents. Upon the completion of this initial review, the Committee sends the EAS onto the Planning Commission with recommendations for their review. The EAS then comes back to Council for a vote.
· EAS #13-9-18
o The proposed project is for a 754 sq. ft. kitchen and storage addition at Spirits of Willoughby, 3872 Erie Street. This project displayed no concerns regarding traffic, fire, police, or storm-water management. Because of this the EAS was approved by this committee and recommended to be sent to the Planning Commission for review.
· EAS #14-9-18
o The proposed project is for a 3,750 sq. ft. addition to a warehouse for Severino Construction located at 38408 ApolloParkway. This project also displayed no concerns regarding traffic, fire, police, or storm-water management. Because of this the EAS was approved by this committee and recommended to be sent to the Planning Commission for review.

LEGISLATIVE CAUCUS
• The general purpose of the Legislative Caucus meeting is to review and discuss the legislation on the Regular Council.

PUBLIC HEARING
· A representative spoke on Issue 6 and asked the administration and council to consider strongly supporting this issue. They also shared that there was to be a rally on October 19 at the Legion Hall in Willoughby to "get out the vote"

1M Renewal and 1M Increase to constitute 2 Mills - Current Expenses - seven years - commencing 2019 tax year
· A representative spoke to Council on the Lakeland Levy.
LAKE COUNTY COMMUNITY COLLEGE DISTRICT (LAKELAND) (COUNTYWIDE 162 PCTS)
Proposed Bond Issue - $40,000,000 (Est. 0.4M) - Purchasing sites and for the purpose of all or part of the cost of purchasing sites and for the erection, furnishing, and equipment of buildings, including buildings used for Applied Engineering and Manufacturing, Math, and Student Readiness and Support, and for the acquisition
or construction of any property which the board of trustees of a community college district is authorized to acquire or construct, including infrastructure and improvements, and repaying money previously borrowed, advanced, or granted and expended
for such purpose to issue and sell bonds of the College District - 28 years - commencing 2018

NEW BUSINESS
RESOLUTION NO. 2018-125
A resolution authorizing the Mayor to accept an Office ofCriminalJustice Services Grant through the Ohio Department of Public Safety to be used for the purchase of mobile data terminals for the Willoughby PoliceDepartment. This grant is in the amount of $28,175.19 with a cash match by the City of $9, 390.81. These monies will be expended from the Capital Fund.
RESOLUTION NO. 2018-126
A resolution authorizing the Mayor to apply for and enter into a contract with the Ohio Public Works Commission (OPWC), Round 33, for funds necessary to the Erie Street Reconstruction Project. The city is planning to make capital repairs to Erie Street, with the pursuit of funding assistance from the Ohio Public Works Commission to complete this project. This infrastructure project is considered to be a top priority need for the community. We are re-applying for Grant monies again for this project.
RESOLUTION NO. 2018-127
A resolution amending Resolution No. 2018-40 to provide for current expenses and other expenditures of the City of Willoughby, Ohio, during the period ending December 31, 2018. This is money for the Stevens Storm-water management project. We will be reimbursed by the county for the expense of this project.
ORDINANCE 2018-128
An ordinance authorizing Amendment No. 1 to Ordinance No. 2018-38, The Manning & Payroll Ordinance, relative to Exempt Employees, Division of Police, and Special Police Officers, and declaring an emergency.
· SECTION 1. That Section 3.0 of Ordinance 2018-38, the Manning & Payroll Ordinance, shall be amended to read and provide as follows:

The following employees shall be exempt from overtime pay as such pay is defined in Section 2.1 hereinabove:

C.Directors of Economic and Community Development, Law, Finance, Parks &
Recreation, Safety, and Service;
· SECTION 2.That Section 6.2 of Exhibit A-3 of Ordinance No. 2018-38, the Manning & Payroll Ordinance; establishing the manning levels for the Division of Police, specifically, Police Patrol is hereby amended to add SRO (School Resource Officer) to the job classification of Special Police Officer, part-time.
· SECTION 3.That Section B-3 of Ordinance No. 2018-38, the Manning & Payroll Ordinance, establishing the compensation levels for Salaried, Non-Elected Personnel is hereby amended to amend the biweekly wage-range for the job classifications of Finance Director, Grade 20, Service Director, Grade 20, and Director of Law, Grade 21; said compensation levels substantially in the form attached hereto and incorporated herein by this reference as though fully rewritten herein.
· SECTION 4.That Exhibit B-4 of Ordinance No. 2018-38, the Manning & Payroll Ordinance, establishing the compensation levels for hourly personnel, part-time; specifically, Special Police Officers, is hereby amended to establish the position of SRO (School Resource Officer; said compensation level substantially in the form attached hereto and incorporated hereinbythisreferenceasthoughfullyrewrittenherein,andtoaddthefollowingreference:
*When a Special Officer is performing functions of an SRO and elects to be on City payroll, the officer will be paid an hourly rate that will be the same as the reimbursement rate of the school district.
An amendment to this Ordinance also was added where School Resource Officers will be paid $37 per hour for their service. The city will be reimbursed all monies back from the Schools for this service. In the past, the Schools paid 80% and the City paid 20% of this bill.
REPORTS FROM THE DIRECTORS, MAYOR, AND COUNCIL MEMBERS
• MAYOR
· Announced that Arabica closed for good. “This is a big loss to the city”
· Weston Corp is well underway with the building they are placing on Jet Center Drive in Ward 2.
· Sims Buick property is being considered for a possible development
o Initially, it was for a convenience store with apartments in the rear.
o This is NOT a good mix for the city so we are asking the developer to “re-think” his plans. This is a critical “gateway” to downtown.
· A brief discussion took place regarding the new Bar going into the old “Burgers and Beer” location. All AXS
o It was shared that they were approved for a Conditional Use Permit with limitations on music, outside activity, and hours of operation
· SERVICE DIRECTOR, LEE BOCK
· Shared that the re-paving of Hodgson is continuing based on the weather. They will still be adding the final layers of paving to complete the job.
· There are some “MAJOR” concerns with the repairs being made at Osborne Park regarding the erosion barriers. It has been discovered that they are in much worse shape than anticipated. Some work has been done to re-cable the units, but some have eroded badly along with the complete disintegration of the rebar. Discussions are centered around 7 units that may need to be totally replaced. The Army Corps of Engineers and the ODNR may need to be involved. I will stay involved with this project from this point forward to assure we do all that is necessary to secure this coastal area.
· CITY ENGINEER, JIM SAYLES
· The Stevens Blvd Storm-water projectis totally underway and going well.
· The “Two Town Ditch” Storm-water projectis also moving forward. The city Mentor has started their work with a retention pond install which will lessen the water flow to Willoughby “dramatically”.
o THE BAD NEWS
· The Culvert expansion(in Eastlake) under Lakeshore Blvd where the water flows out to Lake Erie is in a HALT!!!! There are problems with the property owners who are questioning the project and threatening to sue the city. Mr. Sayles is confident the project will happen but at this time it IS DELAYED!!! I promise to again stay aggressive on this project and push for its completion to alleviate the severe flooding in Ward 1 and Ward 2 that are a result of water flow through Two Town Ditch.
· POLICE CHIEF, JACK BECKWITH
· Chief Beckwith shared a new website for residents to check on the crime reports in cities. If you log into www.crimereports.comyou can type in Willoughby and get a report on crimes in our area.
