Willoughby City Council Meeting Summary Notes
October 2nd, 2018
This was a very light evening for Council, with only three (3) items of legislation.
SPECIAL MEETING/EXECUTIVE SESSION*
This Executive Session was held @ 7:00 pm
• *The purpose of the Special Council/Executive Session in accordance with ORC 121.22(G) 3 is to discuss pending litigation.
COMMITTEE MEETINGS
• No committee meetings
COMMITTEE REPORTS
• No major reports
LEGISLATIVE CAUCUS
• The general purpose of the Legislative Caucus meeting is to review and discuss the legislation on the Regular Council.
CORRESPONDENCE
• Two items of correspondence were shared, both dealing with Liquor/Beer Permits.
PUBLIC HEARING
• There was one speaker during the Public Hearing portion of the meeting.
• A resident from the King Edward, Polo Park, Johnnycake Ridge Rd. area spoke on the proposed housing development that is planned for the “former” Johnnycake Ridge Golf Course Property. He stated if this goes in the area will be changed forever. The primary concern is traffic from the build of 250 homes. This development will exist on a new road traveling from Mentor Avenue to S.R. 84. The resident also commended Councilman John Tomiselli on his efforts meeting with the residents of these areas. Mr. Tomiselli offered a study of the plans to see if the developer would consider some alternative options to the project in place. The resident wanted to thank him for those efforts.

NEW BUSINESS
RESOLUTION NO. 2018-122
A resolution approving Change Order No. 5-Final in the Quentin Road Equalization Basin Project Contract with Jack Gibson Construction Company. This is an increase in the contract amount. (Jack Gibson Construction Company) This comes with a recommendation from the City Engineer.
The cost change is due to;
1. Additional Fence for Site Safety – Fence was added to isolate the steep slope on the lakeside of the property.
2. Subgrade Undercut in Asphalt Access Drive due to Poor Subgrade Conditions – During excavation for the driveway installation poor soils with high moisture content needed to be removed and replaced with stone to stabilize the driveway base.
3. Swale and Erosion Matting for Improved Site Drainage – Ponding water was observed adjacent to the structure. The additional swale was necessary to resolve the problem.
RESOLUTION NO. 2018-123
A resolution authorizing the Mayor to enter into a Municipal Tax Incentive Agreement with Rimeco Products, Inc., pursuant to R.C. Chapter 718. Rimeco Products (38198 Willoughby Parkway) has applied for municipal tax incentives. They are expanding, renovating, hiring, and preserving jobs. They are predicting to double its operations in the next three years. They have purchased a 40,000 sq. ft. existing building on 2002 Joseph Lloyd Parkway. They are eligible for an annual grant equivalent to 50% of the growth in payroll taxes paid for a term of seven (7) years. The grant will be based on the amount of payroll growth OVER the first $1,800,00 of payroll that they currently pay. They will be spending $3,500,000 to grow their operations.
RESOLUTION NO. 2018-124
A resolution authorizing the Mayor to submit an application to the Northeast Ohio Areawide Coordinating Agency, in conjunction with Laketran and the cities of Eastlake and Willowick, for the purpose of acquiring federal funds from the Transportation for Livable Communities Initiative Program to complete the Vine Street Corridor Planning Study. This is just an approval to initiate a plan at this time.
REPORTS FROM THE DIRECTORS, MAYOR, AND COUNCIL MEMBERS
• There were no major reports from the Mayor, Directors, and Council
QUESTIONS ASKED BY COUNCILMAN KARY
• I asked Mr. Darryl Keller (Chief Building and Zoning Inspector) if he had seen the plans submitted by the developer of the new Fairway Glenn Housing Development for their entrance sign. I shared that I was a bit concerned because they applied for a ground sign to be illuminated BUT they were proposing to power it by a “solar panel”. The Sign Review Board approved the signage and its illumination by first Solar, and second Electrical power. My concern is that they approved the Solar solution without seeing any plans or drawings of the power source. The representative for Fairway Glenn shared “verbally” that the power source would consist of a mast and a solar panel that could be 4ftx8ft. For myself there would be a lot of concerns:
· Aesthetics
· Safety
· The Airport
· Consistency of lighting
· And of course the most important, nobody saw any plans or drawings of what this install would look like.
I asked Mr. Keller to watch this submission and try his best to see that what goes in (if it is solar) is appropriate. I also suggested trying to convince the developer to go electric vs. solar. In no way am I against the solar concept it is just that the Sign Review Board has now left it up to the developer and installer to make the decisions. This could be a good choice, but without seeing any plans, it is an uncertain entity.
• I also commended Mr. Lee Bock, (Service Director) for taking the time to send an email to Council Members in the North End listing projects that are taking place now and soon to be completed. He shared the following:
· Sidewalk repairs have been completed where there were walks damaged or missing.
· Hodgson Road repaving has been started
· Work on the Erosion Barriers at Osborne Park will be addressed within the next few days.
· These are all items that both Chris Woodin, (councilman for Ward 1) and myself have been pushing.
