Mayor Fiala appointed Mark Wise to the Public Art Committee. Mayor Fiala stated that Mark Wise would replace Jessica Barbarich.

CORRESPONDENCE
Clerk Novak read a request from the Ohio Division of Liquor Control for a transfer from Garage Bar Willoughby LLC, 37825 Vine Street, Willoughby, Ohio to 4Bxtr Enterprises LLC, 37825 Vine Street, Willoughby, Ohio. There were no objections.
PUBLIC PORTION
Mayor Fiala presented Eagle Scout Luke Hovencamp with a proclamation for his work rebuilding the baseball dugouts at Gilson Park.
NEW BUSINESS
RESOLUTION NO. 2024-128 Motion carried 5-0
A resolution authorizing the Mayor to enter into a one (1) year renewal contract with CJExcavating & Construction, LLC originally authorized by Resolution No. 2024- 22 and thereby extend its implementation to the 2025 Voluntary Concrete Sidewalk Repair and Replacement Program.
City Engineer Lannon stated the contract renewal covers the sidewalk concrete repairs and minor City work. He stated that the contractor has done a great job. Mr. Tomaselli asked if there could be another renewal next year. Mr. Lannon stated he didn’t think so due to pricing.
RESOLUTION NO. 2024-129 Motion carried 5-0
A resolution approving the Lake County Solid Waste Management District Amended Plan 5-Year Update 2023 and declaring an emergency.
Law Director Lucas stated this plan is a work in progress. The solid waste district periodically updates environmental elements to the plan that was previously approved. Their committee began reviewing the plan in 2023 and in July, 2024 the committee adopted the plan. Under state statutes, the plan has to be sent out to certain entities including the largest populated municipalities that are part of the district which includes Willoughby. This resolution will be sent back to the committee; it will be ratified and sent to the Ohio EPA for final approval.

MAYORS REPORT
Mayor Fiala reported that the City received a $3 million grant for Osborne Park from National Fish and Wildlife. The Request for Proposals (RFPs) for the project as well as the new Police Station will be submitted to the City by the end of December. He stated that the holiday lighting scheduled for tomorrow night may be cancelled due to weather; it will be announced early tomorrow.
DIRECTOR’S REPORTS
Police Chief Schultz – Chief Schultz thanked Luke Hovencamp for his hard work on the dugouts at Gilson Park. He reported normal activity in the City the night before Thanksgiving.
COUNCIL REPORTS
Ms. Sievers – Ms. Sievers thanked Luke Hovencamp for all his hard work. She stated Wreaths Across America will be held on December 14th from 12 p.m. to 1:30 P.M. at both City cemeteries; she encouraged everyone to go.

COMMENTS BY COUNCILMAN KARY
I need to share that I missed this Council Meeting because my wife and I were visiting my youngest daughter, Lauren, in New Jersey. It was Good Family Time……..especially with the two granddaughters.
This was a lean meeting, so to miss it was not a significant loss. We do have a large meeting scheduled for December 17th!!!
