ENVIRONMENTAL PLANNING COMMITTEE MEETING:
Committee: Ken Kary, Dan Anderson, Dan Garry
* The purpose of the Environmental Planning Committee meeting is to review: EAS#2-1-22
Construction of a newly remodeled storage facility @ 33579 and 31597 Euclid Avenue (Storage King).
Concerns were shared regarding upgrades to perimeter fencing and operational security cameras for the site.
ECONOMIC DEVELOPMENT COMMITTEE MEETING:
Committee: Dan Anderson, Ken Kary, Mike Merhar
**The purpose of the Economic Development Committee meeting is to discuss Residential IncentiveDistricts. This is a diversion of county tax dollars going back to areas of development for such items as infrastructure upgrades. Council will continue to discuss this concept and see if it is in the best interest of Willoughby.

CORRESPONDENCE
Clerk Novak read a request from the Ohio Division of Liquor Control for a D5 Trex from Rapid Fired One LLC, rapid Fired Pizza, 2001 E. Dorothy Lane, Kettering, OH 45420 to Yard on 3rd LLC, 38040 3rd Street, Willoughby, OH 44094. There were no objections.
PUBLIC PORTION
Brent Woerner, 39385 King Edward Court, Willoughby – Mr. Woerner asked what was going in between the two pillars at Citizens Bank. Mr. Fiala said it will be a sculpture called The Bridge; there have been some fabrication issues, specifically the stainless steel. He said it should be installed before the end of the month.
Jerry Ranally, 37832 Park Avenue, Willoughby – Regarding the four Police Department retirements, Mr. Ranallysaid he had an opportunity to work with each of them and said they all did a tremendous job. Mr. Ranally asked when the lights on the Mentor Avenue bridge would be turned on. Service Director Palmisano said they have been turned on for approximately three weeks. He congratulated Ms. Sievers on her Council appointment.
NEW BUSINESS
RESOLUTION NO. 2022-47 Motion carried 7 to 0
A resolution approving EAS #2-1-22 for the construction of an addition to the existing building located at 33579 and 31597 Euclid Avenue (Storage King).
RESOLUTION NO. 2022-48 Motion carried 7 to 0
A resolution honoring Assistant Chief of Police Randy Sevel and commending him for his31 years of dedicated service to the City of Willoughby.
RESOLUTION NO. 2022-49 Motion carried 7 to 0
A resolution honoring Lieutenant George "Buddy" Lessick and commending him for 26years of dedicated service to the City of Willoughby.
RESOLUTION NO. 2022-50 Motion carried 7 to 0
A resolution honoring Patrolman Paul Sciarrino and commending him for his 22 years of dedicated service to the City of Willoughby.
RESOLUTION NO. 2022-51 Motion carried 7 to 0
A resolution honoring Detective John "Greg" Knack and commending him for his 33 years of service to the City of Willoughby.
RESOLUTION NO. 2022-52 Motion carried 7 to 0
A resolution amending the meeting schedule of the Council for the months of June, July, and August 2022.
Mr. Carr said this is the adjustment for the summer schedule keeping with the cadence of the second Tuesday of the month.
RESOLUTION NO. 2022-53 Motion carried 7 to 0
A resolution authorizing the City Engineer to prepare plans and specifications and to advertise for bids for the 2022 Pavement Repair Program, including alternate bids for repairs to the Service Yard Pavement and Osborne Park Pavement, and declaring an emergency.
Mr. Carr said a memo was sent out by City Engineer Lannon. Mr. Carr asked if the scoring listed was from last year. Mr. Lannon said that was correct; they do check the top 20streets to pick from. Mr. Tomaselli asked if the roads from last year that weren’t completed will be done this year. Mr. Lannon said that is correct and those roads can begin as early as next week. It is also dependent on the weather and the bids received for this year’s project. He is hoping it will be the same contractor. Mr. Carr asked about the paving at Osborne Park. Mr. Lannon said it is for all three parking lots and the loop road but does not include the new parking lot near the lake. The parking lots are not being expanded at this time.
The council agenda will include an item approving the bidding of the 2022 road program. The proposed slate of roads is listed below and is based on the attached condition rating worksheet with the worst-rated roads inspected again this spring.

St. Clair is slated for a ‘Chip-Seal’ as a cost-saving measure to crack seal the surface of this industrial section of road at 40% of asphalt resurfacing cost.
We will include alternate bids for significant pavement repair at the service garage and also resurfacing of Osborne Park pavement.
Work on the remaining streets from the 2021 program will begin in May.
ORDINANCE NO. 2022-54 Motion carried 7 to 0
An ordinance authorizing the sale of 10.5 acres of City-owned real property located onRiverside Drive and River Bend Road, and further identified as Permanent Parcel Nos.27A009A000100, 27A009A000110, 27A009A000120, 27A009A000130, 27A009A000140, 27A009000150, 27A009A000160,
27A009A000170, 27A009B000040, 27A009B0.00050, 27A009B000060,
27A009B000070, 27A009C000010 and 27A009C000020, to Western Reserve LandConservancy, without public bidding, for the sum of Seventy Thousand Dollars ($70,000).
Ordinance 2022-54 authorizes the sale of 14 parcels of city-owned property along the Chagrin River to Western Reserve Land Conservancy for $70,000. There was a memo sent out on this Ordinance and the next one. Mr. Lucas said this property will all be integrated into a conservancy. He said the City has an appraisal of $70,000 for the parcels. These parcels will be sold to the conservancy that will be part of the H2Ohio project. Mayor Fiala said the land conservancy will retain possession of these parcels and the current property they have in the H2Ohio project and it will have a conservation easement attached to it.
ORDINANCE NO. 2022-55 Motion carried 7 to 0
An ordinance authorizing the acceptance by the City of Willoughby of a gift of real property located partially in the Village of Waite Hill and partially in the City of Willoughby, Lake County, Ohio, and further identified as Permanent Parcel No. 26A0010000080.
Ordinance 2022-55 authorizes the city to accept a donation of a 24-acre parcel of property from WRLC along the Chagrin River.
Both properties will be permanently protected from future development by a conservation easement and subject to restoration and improvements of the H2Ohio Project. Mayor Fiala said this is property the land conservancy owns that will be given to the City Eventually there will be a conservation easement on this property as well. Mr. Tomaselli asked if putting the conservation easement on these properties is a future task for Council. Mayor Fiala said the land conservancy will be setting up both easements. He said Andrews Osborne executed the purchase agreement. The land conservancy will take the property and put a conservation easement on it and will release it to the City.

MAYORS REPORT
Mayor Fiala congratulated the four Police Officers on their retirements. He congratulated Councilman Merhar andCouncilwoman Sievers and welcomed Ms. Sievers. Mayor Fiala said Dr. Norris, Chairman of the Planning Commission, has requested a work session meeting to consider some zoning code issues that have arisen. Council and the Design Review Board will be invited to attend.
DIRECTOR’S REPORTS
City Engineer Lannon
Mr. Lannon reported that the Ward Creek improvements at North Bay Drive are over 50% complete. He said the restoration for the Two Town Ditch culvert replacement was wrapped up last week.
Police Chief Schultz
Chief Schultz thanked Council for the passage of the four resolutions for the Police Department. He said it was an honor and pleasure to serve alongside each of the officers. He said on Saturday, May 14th, the City will host “Touch a Truck” from 10:00 a.m. until 1:00 p.m. (9 a.m. to 10 a.m. will be sensory-friendly). There will be Fire, Police, and service vehicles with personnel as well as the Fungry Food Truck.
Parks & Recreation Director Banker
Ms. Banker said events have started beginning with the Outdoor Market this Saturday. The “Touch a Truck” event is May 14th; the Rib Burn Off is May 21st and 22nd, the pools open on May 28th, and the Memorial Day parade is May 30th.
