ENVIRONMENTAL PLANNING COMMITTEE MEETING:

EAS #10-8-21
The proposed project is for the widening and extension of Taxilane A and clearing and grubbing of approximately two and one-half (2.5) acres of trees on land located at the Lake County Executive Airport.
Mr. Kary asked Ms. Fulop to explain the project. Ms. Fulop said for 20 years there has been a taxiway to nowhere. She said right now all the hangars are corporate hangars with a shortage of space for personal planes. Owners of small personal planes want their own hangar because it's difficult to get them out of the corporate hangars. She said eventually they want to build a few new hangars. She said currently the airport doesn't have the funding, but most likely the FAA will allow the airport to design a project in 2022 and the EPA will fund area improvements including the taxi streets and pavement between the buildings and it will be up to the airport to build the buildings. She said right now, they need someplace to park airplanes. Taxilane A is not wide enough to do that; they plan on widening and extending it first and eventually use it as a full taxi lane to get to and from the runway.
Mr. Kary said there were no issues with traffic. There were no police or fire concerns. There were no air, noise, or water pollution concerns. Mr. Lannon said there will be the same or possibly less stormwater runoff. The design work will be done in 2022 with the construction of the rest of the pavement around the buildings in 2023.
Mr. Woodin asked what the ingress/egress would be if he were an owner of a plane. Ms. Fulop said the FAA doesn't see the need for another entrance with Jet Center Drive and the gates off Jet Center Drive and Lost Nation Road. She said they are going to try to convince them that Kennedy Drive is the best place for an entrance. The FAA had mentioned a drive at the end of Jet Center Drive at the cul-de-sac, but that would create a road between the soccer fields and sports center building. She said she is not in favor of that because there are too many kids that cross there. Another thought was to come off of Lost Nation Road.
There were no other comments or concerns from the committee members or the directors. Mr. Kary said the committee is recommending the approval of EAS #10-8-21.

Clerk Novak read a request from the Ohio Division of Liquor Control for a transfer from Rymer Rowe ExpressLLC, dba The River Tavern, 3511 Lost Nation Road 1st Floor, Willoughby, Ohio 44094 to Single Malt Logistics LLC, 3511 Lost Nation Road 1st Floor, Willoughby, Ohio 44094. Mr. Tomaselli asked if there was any resolution regarding their deck (The River Tavern). Mr. Kary indicated the issue is in a holding pattern and is currently tabled. There were no objections.

NEW BUSINESS
RESOLUTION NO. 2021-91 Motion carried 5 to 0
A resolution approving EAS #10-8-21 for widening and extension of
Taxi-lane A and clearing and grubbing of approximately two and one-half (2.5) acres of trees on land located at the Lake County Executive Airport.
RESOLUTION NO. 2021-92 Motion carried 5 to 0
A resolution approving Change Order No. 1 in the Two Town Ditch Improvement Project (Contract A-Culvert) with S.E.T. Inc., and declaring an emergency.
Resolution 2021-92 is a change order that re-sets the clock on an old Contract with S.E.T., Inc. to provide proper capacity for Two Town Ditch flow at Lakeshore Boulevard. This contract was originally signed in 2018 but was delayed by negotiations for an easement needed to extend the existing 6-foot by 4-foot box culvert and repair an eroded slope. The major feature of the project involves the construction of a new 48-inch diameter steel pipe culvert under Lakeshore.
We are installing the new pipe, full speed ahead! it allows water to flow under Lakeshore through the old box culvert plus a new 4-foot diameter pipe, spreading out the flow and lowering flood elevations in Willoughby.
The geometry will lower or maintain the same velocity downstream [by lowering the height of water upstream it will prevent the existing culvert from acting like a hose nozzle].
This change order extends the completion date to 5/1/2022 and increases the contract by $6,193.63. This amount is basically a trade of cost savings for eliminating the culvert extension for the significant inflation over the past year on the other items (~ $90,000).

MAYORS REPORT
Mayor Fiala thanked the Council members who attended the Osborne Park planning meeting; he said it was attended by over 30 people other than City officials. He said the Smith Group has made some modifications to their documents from the meeting; a survey will be posted on the City website to obtain community input.
DIRECTOR’S REPORTS
Service Director Palmisano - Reported that the road program started last week. The contractor, Burton Scot, is currently on Wood Street and Wilson; they will move to Pelton and Union next. Mr. Tomaselli asked for an update on the Johnnycake Ridge paving. Mr. Palmisano said the contract is up on October 15th. He said the Ohio Department of Transportation (ODOT) has identified corrective work that needs to be done and is currently negotiating with Chagrin Valley Paving to get that work completed. Mr. Garry asked if the curb work was included in the contract. Mr. Palmisano said some curbing work was included, but the City is paying extra to have some done. The curbing is a combination of asphalt and concrete with the concrete curbing done after the final topcoat. Regarding the work on Lakeshore Boulevard, Mr. Woodin asked when the contractor would be removing their signs. Mr. Palmisano said the contractor is required to keep the signs up until the project has been finalized noting they have a few small items to take care of. Regarding the work on Orchard, Mr. Palmisano said Lake County Utilities is done with the project and they are working on the restoration and concrete apron work. Mr. Woodin asked if the street could be cleaned after the work is complete.
Fire Chief Ungar - Chief Ungar reported the East Side Technical Rescue Team will be using the former YMCA building over the next few days for structural collapse training. He said it is a good opportunity for the team to train in this type of building. Mr. Kary asked when the YMCA building will be demolished. Chief Ungar didn't know but thought it would be next week. Mr. Kary asked why there is a "for lease" sign in front of the building if Aldi's is going into that location. There was discussion on whether or not the developer would build townhomes at the back of the property.
Police Chief Schultz - Chief Schultz reported that three vehicles have been stolen within the last 24 hours in the north end. He said the department is actively following up on those cases. He said he wanted to remind everyone to lock their vehicles, houses, and garages. He said to keep a light on outside and install a surveillance camera if possible. Please report any suspicious activity no matter how insignificant it may seem. He encouraged anyone with a surveillance camera to register with the S.C.R.A.M. program. The Police Department does not have access to your camera; it's simply a way to partner with the police in case a crime happens in your neighborhood. Chief Schultz reported there has been an increase in foot patrols in downtown over the summer months to provide a visible and accessible police presence. Bike patrols were also out in the neighborhoods. He said several meetings have taken place with the downtown bar and restaurant association to keep them apprised with the department efforts downtown but to also introduce them to new police officers.
Mr. Woodin asked where the cars were stolen from. Chief Schultz said they were stolen from residences. Mr. Garry thanked the Police Department for helping with the special needs children who participated in the Miracle League.
Parks & Recreation Director Banker - Reported the City clambake is Saturday, October 16th. The surveys for both the summer concerts and the fireworks are on Facebook.
Deputy Finance Director Hoffman - Reminded those who signed up for a flu shot that the flu shot clinic is tomorrow.
COUNCIL REPORTS
Mr. Woodin - Mr. Woodin thanked the Mayor and Judean Banker for putting together the Osborne Park presentation. He said it was very well received from the residents.
Mr. Kary - Mr. Kary thanked Council for the passage of the legislation regarding the stormwater project on the north end. He said the project has been going on for some time and his constituents are concerned because the ditch runs through their back yards. Regarding the work at the airport (Lake County Executive Airport), he suggested reading their 2020 report which can be downloaded from their website.
