APPROVAL OF MINUTES

Regular Council Meeting of November 17, 2020

STANDING AND REGULAR COMMITTEE REPORTS

Planning Commission, MrKary - Mr. Kary reminded everyone that the Community Information Meeting is next Monday, December 7th at 7:00 p.m. via Zoom; proposed developments and projects will be discussed.

PUBLIC PORTION

Greg Patt, 38005 Brown Avenue - Mr. Patt asked if the recorded Zoom Council meetings can be uploaded to a YouTube channel. Mayor Fiala said a link would need to be provided on the website to the YouTube channel. He said he would look into it.

 

Chastity Strawder, 4309 River Street, Apt. 306 - Ms. Strawder said she has had several occasions where pedestrians walk out in front of her in downtown; she asked if there could be additional patrols provided for the area for everyone's safety. Chief Schultz thanked Ms. Strawder for bringing the matter to his attention and said he will look into the matter.

 

NEW BUSINESS:

RESOLUTION NO. 2020-118         Motion carried 6 to 0

A resolution establishing a Custodial Fund Titled, Ohio Government Benefit Cooperative (OGBC) Fund, Fund No. 8210, Effective January 1, 2021.

This legislation is being voted on because our finance director (Diane Bosley) is authorized to create a Custodial Fund titled, OGBC Fund, for handling the business transactions of the OGBC’s member cities, of which the City of Willoughby has agreed to become the Fiscal Officer, commencing January 1, 2021.

MAYORS REPORT

Reported the Community Information Meeting is coming up on  Monday evening. Through efforts by Gregg Patt and the Heart of Willoughby, the DavEd Jewelers sign has been taken down and refreshed and will be reinstalled on December 3rd at 7:00 a.m. He thanked Greg Patt and Tom Mirabelli for their efforts.

DIRECTOR’S REPORTS

Law Director Lucas - Reported that Republic Waste has requested a meeting within the next two weeks.

Fire Chief Ungar - Chief Ungar updated Council on the recent power outages in the City due to the snowstorm.

Police Chief Schultz - Chief Schultz gave a shout out to all the safety forces today with the first snowfall. He said during a 10 hour stretch from 5 a.m. to 3 p.m., the dispatch center handled over 178 calls for service which is an incredible amount of activity.

Chief Schultz shared that in the coming year, he would like to partner with a company called Flock Safety. He said that cameras have been set up as the City is currently doing a 60 day trial with the company. He said the goal is to help reduce crime and better protect the City. He said many neighboring communities such as Mentor, Eastlake, Mentor-on-the-Lake, and Painesville have all started using the services. He said the cameras can do more than just read license plates; they can capture the entire vehicle so the department can search the database using the color and size of vehicles. Several cameras have already been installed in the City and he hopes to report back in a few months on the activity. Councilman Tomaselli asked if the other communities have purchased the system or if they are in a trial. Chief Schultz said Mentor has purchased the system while the others are doing the trial. Chief Schultz said the nice thing about several communities being on the same system is that they all have access to each other's cameras. Councilman Kary inquired about leasing or purchasing the system. Chief Schultz said other systems they looked at had to be purchased. Flock Safety would be a contractual service; they will replace damaged cameras, upgrade cameras, and upgrade the software.

 

COUNCIL REPORTS

Mr. Kary - No report. Mr. Kary said he just received word from Greg Patt that the installation of the DavEd sign has been postponed due to high winds in the forecast.

AS MANY OF YOU ALREADY KNOW THIS HISTORICAL SIGN IS NOW BACK IN ITS ORIGINAL LOCATION.  IT LOOKS MAGNIFICENT!!!

Mr. Tomaselli - No report. Mr. Tomaselli said he was excited to see the plans for the new Sheetz on Rt. 306 and that the building will be demolished adding some green space back to the site.
