Tonight's Council Meeting I was unable to attend due to a family commitment. If and when I am absent, I still will provide a Council Meeting Summary based on all my notes, conversations, and related e-mails. For me, it is an important task that I started, and I feel there are too many dependent on its distribution. There were four (5) EAS statements addressed this evening, showing to all Willoughby is undoubtedly proving there is "growth" and "redevelopment" in the city. Those skeptics that seem to comment that Willoughby is in a state of decline need to attend a Council Meeting and see the committee that I chair (the Environmental Planning Committee) address new and redevelopments taking place in our great city! We are certainly not in decline in growth. Just look at the five EAS Statements presented below. Remember, when you see a business leave, there could be a multitude of reasons for that vacancy to take place. Everybody at City Hall is working to keep our city strong, moving forward, yet still remain WILLOUGHBY!

SPECIAL MEETING/EXECUTIVE SESSION

ENVIRONMENTAL PLANNING COMMITTEE MEETING

*The purpose of the Environmental Planning Committee Meeting is to discuss:

EAS #12-10-19

The proposed project is for a fifty (50) unit Residential Townhome Development. Concept plan proposes eleven (11) total buildings located at 5164 SOM Center Rd.

Roadways would be private streets, with public sanitary & watermains in easements. An H.O.A. would be created to maintain the private facilities (roads, walks, storm water, landscaping)

EAS #13-10-19

The proposed project is for a BJ's Wholesale Club fueling facility within an existing parking area located in Willoughby Commons. The facility will include a canopy, dispensers, kiosk and underground storage tanks, and reworking of existing pavement and storm sewers.

EAS #14-10-19

The proposed project is for the previous Showroom of the former car dealership at 36933 Vine Street to be demolished for construction of a new 30,000sf multi-tenant office building connected to the existing vehicle service building that is proposed to be converted into storage for use by tenants of the multi-tenant office building at 36933 Vine Street.

EAS #16-11-19

The proposed project consists of the removal, to the surface of the ground, of approximately

0.5 acres of trees in removal area W1, 0.4 acres of trees in removal area W2 and approximately 14 trees in removal areas W3 and W4 that are obstructions to the Runway 5 approach at Lost Nation Airport.

This is all being completed to abide by FAA regulations regarding tree removal in a runway zone.

LEGISLATIVE CAUCUS

The general purpose of the Legislative Caucus meeting is to review and discuss the legislation on the Regular Council. More on the legislation covered later in this summary.

STANDING AND REGULAR COMMITTEE REPORTS

Finance and Audit Committee, Mr. Tomaselli - Mr. Tomaselli said a memo from Chief Beckwith was sent out in October regarding his budget for ballistic vests; the number of vests needed was underestimated creating an overage on the budget. No legislation was required by Council. Grant money up to 50% from the Department of Justice (DOJ) is available and Chief Beckwith said a new grant through the Bureau of Worker's Compensation (BWC) will help with a reimbursement up to 75%. Money from the vehicle budget was able to offset the additional vest costs.

Lenore Lado, 34424 Euclid Avenue, Lot #501 - Ms. Lado asked about receiving the Willoughby Times. Councilman Carr said copies of the Willoughby Times are available at City Hall. Ms. Lado said the property behind her has junk tires, small ponds of water and dead trees near her trailer which are dangerous. She was asked to give her information to Service Director Bock so the trees can be looked at and cut down if deemed dangerous in accordance with the City's tree ordinance. Mr. Keller said the tires can be addressed. Mr. Carr will add her name to his e-mail list so she can receive updates on the City and in Ward 4.

Jerry Ranally, 37832 Park Avenue - Mr. Ranally asked about the demolition of the former Eat n' Park to make way for a new gas station. Mr. Keller said there is no time frame for the demolition. Regarding Chagrin Riverwalk, he asked if Marous Construction has presented plans for phase 3 of the project. Mr. Keller said no plans have been submitted. Mr. Ranally asked if there had been a response to the RFQ's for the parking garage development. Mr. Fiala said 12 developers were invited but they are not due until December with interviews beginning in January. Mr. Ranally asked if development plans have been submitted for the former Imagine Salon. Mr. Keller said no plans have been submitted. Mayor Fiala stated that the owner is on the agenda for the Design Review Board to paint a portion of the building. Mr. Ranally asked if Ms. Bosley could let him know how much the Local Government Fund has been reduced. She agreed to forward him the information.

NEW BUSINESS

RESOLUTION NO. 2019-97

A resolution authorizing the Service Director to distribute Requests for Qualifications for a consultant to perform construction inspection and construction management services necessary to the Erie Street Reconstruction Project, and declaring an emergency.

Service Director Bock said this resolution represents part of the Ohio Department of Transportation's (ODOT) requirements in order to make the costs eligible for federal money and ODOT money that will help pay for the Erie Street reconstruction.

The process of planning, design and bid work will all run through Mr. Bock.

NOTE:

The paving of Lakeshore and Rt. 84 will also be handled in the same manner.

Railroad work has been completed near their right-of-way and there is no need to involve them. A study was done during the design phase and there was no stabilization work recommended for the east side of Erie Street.

RESOLUTION NO. 2019-98

A resolution approving Change Order No. 1-Final in the Plains Road Force Main Replacement Project with S.E.T., Inc.

City Engineer Sayles said contingencies were built into the bid and only a small portion was used. This change order is to adjust final quantities and remove contingencies.

MAYORS REPORT

No report.

Councilman Woodin asked for an update on the Special Improvement District (SID). Mayor Fiala stated that Mr. and Mrs. Kohut will be making the formal petition for the creation of the SID that will trigger legislation for the next Council meeting. Smith and Associates has been asked to prepare the planning study for the City. A meeting took place recently and the County will take the lead and is trying to organize additional funding. Huntington Bank is a possible sponsor and the Lake County Port Authority is willing to collateralize the SID with a limit of $300,000.

DIRECTOR’S REPORTS

Service Director Bock - Regarding the new garbage collection roll-out, Mr. Bock said it was a rough start because Republic Waste didn't communicate with the residents. He said during fifteen days of the roll out, his staff handled about 1,020 phone calls on garbage collection and in the first five days there were over 900 calls. Supervisors and the General Manager from Republic Waste have been in town since they started collection and have been doing a better job communicating. Residents who are 62 years old and over are eligible for a $1 discount but they need to call Republic Waste directly to enroll.

City Engineer Sayles - No report. John Tomaselli thanked Mr. Sayles for the meeting regarding the E. 364th/E. 365th Harvard storm sewer project.

Fire Chief Ungar - No report. Councilman Anderson asked if residents living in apartments who were affected by an electrical fire on Monday were able to return to their apartments. Chief Ungar said that Darryl Keller requested a report from an electrical engineer before allowing the power to be turned back on. Residents were able to return to their apartments by Thursday evening.

Finance Director Bosley - Reported there will be renewals for health care at the next Council meeting. The City is staying with current vendors. The increase for Medical Mutual is 2.7%.

COUNCIL REPORTS

Mr. Carr - Reported he is having a Ward 4 meeting next Tuesday, November 1ih at 7:00

p.m. at the Lost Nation Golf Course club house. He said the primary topic will be a proposed residential plan and rezoning from R-100 to R-50 for the Millstein property on Rt. 91. He is hoping to receive resident's feedback on the proposed development.

Holiday Lighting Celebration & Weekend Events

Get into the holiday spirit and join us in Downtown Willoughby for the annual Holiday Lighting Celebration on Thursday, December 5th at 7 pm. Santa will also be coming to town for the season!

That evening, a Live Nativity, sponsored by Willoughby United Methodist Church starting at 5 pm. They will be offering free hot cocoa and selling hot dogs, chilli dog and baked goods to benefit their weekly Wednesday Community Dinners. Also, the 27th annual Evening Lions Holiday Auction downstairs of City Hall to benefit the Lions Eye Care Program and community service projects.

Leaf Collection

LEAF PICKUP SEASON 2019

Leaf pickup by City crews will begin approximately the 2nd week of October (weather permitting) and continue through last week of November. Crews aim to pick up in each area at least once a week during this time period.

Please keep leaf piles out of the street gutter and away from street drains and catch basins. Leaves placed in the street can block drains and catch basins causing street flooding. Leaves placed in street gutters are a violation of Ordinances 915.04d and 521.08i.

As always, you can bag (craft paper bags) your leaves and they will be picked up on your regular scheduled trash day along with your yard waste.

Waste and Yard Waste Collection

PLEASE NOTE: Republic that they will continue to deliver, exchange and remove totes until Friday November 22, 2019 for no charge. After Friday November 22, 2019 it will cost $50 for the same service.

As your waste service provider, the Republic Services team looks forward to bringing you courteous and dependable curbside collection. Residential Service and Rates

Republic Services will bill you quarterly in advance for your waste collection and recycling services.

The City of Willoughby has arranged to provide residents:

• Weekly trash pickup using 96 gallon cart

• Every other week recycling service using 64 gallon cart

• Optional low volume bag service for trash

Following is the schedule of charges:

Solid waste service including a 96 gallon garbage can and a 64 gallon recycling container and yard waste: $16.76 per month for 2020.

• Additional (96 gallon solid waste container): additional $6.50 per month
